Allegany County Animal Abuser Registry

No Animal Shelter, Pet Seller, or other person or entity located in Allegany County shall sell, exchange, or otherwise transfer the ownership of any animal or any person having resided in Allegany County and listed as an Animal Abuse Offender on the Animal Abuser Registry, nor shall such Animal Abuse Offender be allowed to retain possession of any currently owned animals.

The Allegany County Animal Abuser Registry was created in 2025 by an act of the Allegany County Legislature known as Local Law Number 5-2025. The registry is hosted by the Allegany County Sheriff’s Office as a service to the public.

All Animal Abuse Offenders who reside in Allegany County and who are convicted of an Animal Abuse Crime on or after January 1, 2026, must register with the Allegany County Animal Abuser Registry within five (5) days of their release from incarceration or, if not incarcerated, from the date of their Conviction or from the date of their signed Voluntary Placement Agreement.

The registry is not retroactive. Convictions prior to the establishment of the registry will not be listed, therefore this is not a comprehensive historical list of all people convicted of animal abuse in Allegany County. The information listed here has been supplied by convicted offenders to the Allegany County Sheriff.

Offenders are required to update their information within five (5) days of any change of residence address and/or upon any official change of name.

Except as provided for otherwise in this local law, no person who is required to register under this local law shall possess or own any animal.

Prior to the sale, exchange, or other transfer of ownership of any animal, the Animal Shelter, Pet Seller, or other person or entity is required to examine the Animal Abuser Registry to confirm that the name of potential owner of the animal is not listed.
