Proclamation Celebrating ACCORD Corporation’s 50th Anniversary

Whereas, 2022 marks the fifty-eight anniversary of the passage of the Economic Opportunity Act (EOA) of 1964, the purpose of which was to enhance access to education, training and employment opportunities for all individuals and families living in poverty; and

Whereas,  Community  Action  Agencies  were  created  under  the  EOA  to  enhance  the  capacity  of communities  to utilize innovative approaches  in addressing  the root causes of poverty; to develop  and implement programs designed to serve poor and low-income communities through the maximum feasible participation  of the individuals served; and, to broaden resources dedicated to the elimination of poverty; and,

Whereas, ACCORD was initially established in 1972 as Housing Action Corporation (HAC); in 1986, the County was officially designated as the Community Action Agency for Allegany County and the name was changed to Allegany County Community Opportunities and Rural Development (ACCORD) Corporation to reflect the broader role in the community; and

Whereas, ACCORD has expanded access to safe and affordable housing throughout its fifty-year history, creating and maintaining low-income housing and providing access to rehabilitation and repair assistance to  low-income   home  owners  rental  assistance,   homeless  and  homelessness   prevention  services, foreclosure prevention and community development; and

Whereas, ACCORD provides access to affordable childcare for families in Allegany, Cattaraugus, and Wyoming County’s, providing Child Care Resource and Referral Services, Family Day Care Registration, infant and Toddler Mental Health services, training and technical support to providers; and

Whereas, ACCORD provides access to quality early education through delivery of Head Start and Early Head Start Services through center based programming in four county locations and homebased services throughout the county serving 260 children and their families; and

Whereas, ACCORD provides intensive small business support offering training and technical assistance and access to economic support services; and

Whereas,  ACCORD  provides  wide  ranging  domestic  violence  services  supporting  victims  and  their families, offering resources  and a coordinated community response that provides hope, saves lives and protects each family’s right to make choices that best meets their needs; and

Whereas, ACCORD provides crisis services to assure the basic needs of our most vulnerable individuals and  those  facing  temporary  hardship  are  met  by  providing  food,  access  to  housing,  transportation, education and employment as well as volunteer supported programming including holiday gift and school supply events; and

Whereas,  ACCORD served  without  interruption community needs  throughout the COVID-19 pandemic delivering over five million dollars  of community resources through  its many programs and services;  and

Whereas, for fifty-years ACCORD  has responded to community needs,  serving to protect and promote the rights of families  and individuals with low-incomes, offering resources, compassion and dignity to those in need,  building safety and hope through  community collaboration, promoting social justice  and working  to create a better  community for all.

Now, Therefore,  today,  we recognize and  express  our gratitude  to ACCORD for its ongoing  efforts  to strengthen and enhance  our community and create opportunity for all.   I, Philip G. Stockin, Chairman of the  Allegany  County  Board  of Legislators, hereby  recognize ACCORD  Corporation  in honor  of their Fiftieth  (501h)  Anniversary.
